styhead: update WORKDIR usage

The latest yocto release(styhead,5.1) has made a significant change[1]
to the use of the WORKDIR parameter.

This is not the complete change required but gets us going

meta-facebook: Configure rotate behavior for redfish log

The redfish log dosen't rotate and it will fill up filesystem
eventually. Configure rotation behavior for it.

Tested: tested on yv4 system.

rsyslog doesn't support reload, so the log rotation is not work.
Changed to do restart.
