Switch from Force Tags to Test Tags

Force Tags is deprecated in Robot 7.0 and will eventually
warn and then after that stop working. Test Tags performs
the same function per docs.

Update robot code syntax overall in the repo

- Update the requirement.txt package version for robot
- The '[Return]' setting is deprecated.

- The '[Return]' setting is deprecated.
Use the 'RETURN' statement instead.
- Singular section headers like '*** Test Case ***'
are deprecated. Use plural format like
'*** Test Cases ***' instead.
- Singular section headers like '*** Variable ***'
are deprecated

Tested:
- Ran from sandbox with the version
$ robot --version
Robot Framework 7.0 (Python 3.10.12 on linux)

and also tested on latest python version

Robot Framework 7.0 (Python 3.11.9 on linux)

Moved a variable to resource file

From redfish/task_service/test_tasks.robot file moved
${TASK_JSON_FILE_PATH} to lib/resource.robot and given a default value

we can mention the relative path if we

${TASK_JSON_FILE_PATH} to lib/resource.robot and given a default value

we can mention the relative path if we triggering the script from
different directory other than openbmc-test-automation folder.
e.g.
robot -v TASK_JSON_FILE_PATH:openbmc-test-automation/data/task_state.json

by default variable ${TASK_JSON_FILE_PATH} will be data/task_state.json

Tested:
Ran robot redfish/task_service/test_tasks.robot

Added validation for the following cases
- Validate attributes and default values in task service URI
- Trigger a redfish event that generates task instance and
-- Verify task state is valid throughout task lifecycle
-- Verify whether the start & end time for task is valid
-- Verify the task monitor functionality in tasks instance
-- Verify the payload properties in task instance
- Verify task collection persistency after BMC reboot

Tested: Run robot redfish/task_service/test_tasks.robot
