SPDX: Convert all of our single license tags to Linux Kernel style

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.

In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.

This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

evb-rk3399: avoid redefinition of CONFIG_ENV_OFFSET

CONFIG_ENV_OFFSET is already defined in
include/configs/rockchip-common.h

For CONFIG_ROCKCHIP_BACK_TO_BROM=y we redefine CONFIG_ENV_OFFSET
to an unsuitable value. We were lucky to get a compiler warning.

Remove the incorrect redefinition.

# 2be29653 23-Jul-2017 Simon Glass <sjg@chromium.org>

Convert CONFIG_ENV_IS_IN_MMC/NAND/UBI and NOWHERE to Kconfig

This converts the following to Kconfig:
CONFIG_ENV_IS_IN_MMC
CONFIG_ENV_IS_IN_NAND
CONFIG_ENV_IS_IN_UBI
CONFIG_ENV_IS_NOWHERE

Convert CONFIG_ENV_IS_IN_MMC/NAND/UBI and NOWHERE to Kconfig

This converts the following to Kconfig:
CONFIG_ENV_IS_IN_MMC
CONFIG_ENV_IS_IN_NAND
CONFIG_ENV_IS_IN_UBI
CONFIG_ENV_IS_NOWHERE

In fact this already exists for sunxi as a 'choice' config. However not
all the choices are available in Kconfig yet so we cannot use that. It
would lead to more than one option being set.

In addition, one purpose of this series is to allow the environment to be
stored in more than one place. So the existing choice is converted to a
normal config allowing each option to be set independently.

There are not many opportunities for Kconfig updates to reduce the size of
this patch. This was tested with

./tools/moveconfig.py -i CONFIG_ENV_IS_IN_MMC

And then manual updates. This is because for CHAIN_OF_TRUST boards they
can only have ENV_IS_NOWHERE set, so we enforce that via Kconfig logic
now.

RK3399 is a SoC from Rockchip with dual-core Cortex-A72
and quad-core Cortex-A53 CPU. It supports two USB3.0
type-C ports and two USB2.0 EHCI ports. Other interfaces
are very much like RK3288, the DRAM are 32bit width address
and support address from 0 to 4GB-128MB range.
