power: regulator: stpmu1: add power off delay

This patch adds a delay when regulators are disabled.
This delay is set to 5 ms to cover all use cases.
The worst use case actually seen is during a SD

Enable support for the regulator functions of the STPMU1X PMIC. The
driver implements get/set api for the various BUCKS and LDOs supported
by the PM

Enable support for the regulator functions of the STPMU1X PMIC. The
driver implements get/set api for the various BUCKS and LDOs supported
by the PMIC device. This driver is controlled by a device tree node
which includes voltage limits.
