cpu: Bind timer driver for boot hart

Currently, timer driver is bound only for hart0.

There is no mandatory requirement that hart0 should always
come up. In fact, HiFive Unleashed SoC hart0 doesn't boot
in S-mode because it only has M-mode.

The timer driver should be bound for boot hart.

# 328e3f8a 21-Dec-2018 Tom Rini <trini@konsulko.com>

Merge git://git.denx.de/u-boot-riscv

- Add DM drivers to support RISC-V CPU and timer, plus some bug fixes.
- Support SiFive UART
- Rename ax25-ae350 defconfig

cpu: Add a RISC-V CPU driver

This adds a driver for RISC-V CPU. Note the driver will bind
a RISC-V timer driver if "timebase-frequency" property is
present in the device tree.
