Remove use of legacy system state
The OpenBMC state function has been moved to the phosphor-state-manager
repository. The chassis power state is tracked via systemd targets
so notification from this

The OpenBMC state function has been moved to the phosphor-state-manager
repository. The chassis power state is tracked via systemd targets
so notification from this power application is no longer needed.
