bound to a texture, do not create a new one.

This fixes texture leaks when there are multiple DBus listeners, for

In a GVT-g setup with dmabuf and GTK GUI, the current 2D texture at
surface_gl_update_texture is not necessarily
surface->texture. Adding a glBindTexture fixes related crashes and
artifacts, and is generally more secure.

With the upcoming dmabuf support in qemu there will be more users of the
shaders than just console-gl.c. So rename ConsoleGLState to
QemuGLSha
