meson: link emulators without Makefile.target
The binaries move to the root directory, e.g. qemu-system-i386 or
qemu-arm. This requires changes to qtests, CI, etc.

fuzz within the QEMU process, skip the QTest serialization and server
for most QTest commands. Leave the option to use the ASCII protocol, to
generate readable traces for crash reproducers.
