Block patches for 7.0-rc2: - Disable GLOBAL_STATE_CODE() assertion for the 7.0 release: We got another bug report for this, and we do not have the time to investigate before 7.0, so disable the assertion for the release, to re-enable and continue investigation in the 7.1 cycle
- stream job fix (regarding interaction with concurrent block jobs)
- iotests fixes

iotests/162: Fix for newer Linux 5.3+
Linux 5.3 has made 0.0.0.0/8 a working IPv4 subnet. As such, "42" is now a valid host, and the connection to it will (hopefully) time out over a long period rather than quickly return with EINVAL.
So let us use a negative integer for testing that NBD will not crash when it receives integer hosts. This way, the connection will again fail quickly and reliably.

iotests: Check for enabled drivers before testing them
It is possible to enable only a subset of the block drivers with the "--block-drv-rw-whitelist" option of the "configure" script. All other drivers are marked as unusable (or only included as read-only with the "--block-drv-ro-whitelist" option). If an iotest is now using such a disabled block driver, it is failing - which is bad, since at least the tests in the "auto" group should be able to deal with this situation. Thus let's introduce a "_require_drivers" function that can be used by the shell tests to check for the availability of certain drivers first, and marks the test as "not run" if one of the drivers is missing.
This patch mainly targets the test in the "auto" group which should never fail in such a case, but also improves some of the other tests along the way. Note that we also assume that the "qcow2" and "file" drivers are always available - otherwise it does not make sense to run "make check-block" at all (which only tests with qcow2 by default).

iotests: Do not rely on unavailable domains in 162
There are some (mostly ISP-specific) name servers who will redirect non-existing domains to special hosts. In this case, we will get a different error message when trying to connect to such a host, which breaks test 162.
162 needed this specific error message so it can confirm that qemu was indeed trying to connect to the user-specified port. However, we can also confirm this by setting up a local NBD server on exactly that port; so we can fix the issue by doing just that.
