QEMU are for the host architecture. This will hopefully be an aid for
3rd parties who want to be able to build QEMU themselves without
redoing all the dependencies themselves.

We disable the registry because we currently don't have multi-arch
support there.

In preparation for switching to auto-generated dockerfiles, remove the
FEATURES env variable. The equivalent functionality can be achieved in
most cases by just looking for existance of a binary.

The cases which don't correspond to binaries are simply dropped because
configure/meson will probe for any requested feature anyway.

docker: gracefully skip check_qemu

Not all our images are able to run the tests. Rather than use features
we can just check for the existence and run-ability of gtester. If the
image has been setup for binfmt_misc it will be able to run anyway.

docker: move make check into check_qemu helper

Not all docker images can run the check step. Let's move everything
into a common helper so we don't need to replicate checks in the
future.

docker: Fix return code of build_qemu()

Without "set -e", the "&&" makes sure that the return code reflects the
result status, and that make only runs if configure succeeds.
