As error.h suggested, the best practice for callee is to return something to indicate success / failure.
So make kvm_s390_app

So make kvm_s390_apply_cpu_model() return boolean and check the returned boolean in apply_cpu_model() instead of accessing @err.

Have sclp_service_call[_protected]() take a S390CPU pointer, which is target-agnostic.

KVM_SYNC_GPRS, KVM_SYNC_ACRS, KVM_SYNC_CRS and KVM_SYNC_PREFIX are available since kernel 3.10. Since we already require at least kernel 3.15 in the s390x KVM code, we can also assume that the KVM_CAP_SYNC_REGS sync code is always possible for these registers, and remove the related checks and fallbacks via KVM_SET_REGS and KVM_GET_REGS.

The KVM capability KVM_CAP_S390_CPU_TOPOLOGY is used to activate the S390_FEAT_CONFIGURATION_TOPOLOGY feature and the topology facility in the host CPU model for the guest in the case the topology is available in QEMU and in KVM.
The feature is disabled by default and fenced for SE (secure execution).

When the host supports the CPU topology facility, the PTF instruction with function code 2 is interpreted by the SIE, provided that the userland hypervisor activates the interpretation by using the KVM_CAP_S390_CPU_TOPOLOGY KVM extension.
The PTF instructions with function code 0 and 1 are intercepted and must be emulated by the userland hypervisor.
During RESET all CPU of the configuration are placed in horizontal polarity.
