hw/misc/stm32f2xx_syscfg: Remove extraneous IRQ

The system configuration controller (SYSCFG) doesn't have
any output IRQ (and the INTC input #71 belongs to the UART6).
Remove the invalid code.

Some typedefs and macros are defined after the type check macros.

Patch generated using:

$ ./scripts/codeconverter/converter.py -i \
--pattern=QOMStructTypedefSplit $(git grep -l '' -- '*.[ch]')

which will split "typdef struct { ... } TypedefName"
declarations.

Followed by:

$ ./scripts/codeconverter/converter.py -i --pattern=MoveSymbols \
$(git grep -l '' -- '*.[ch]')

which will:
- move the typedefs and #defines above the type check macros
- add missing #include "qom/object.h" lines if necessary

In my "build everything" tree, changing hw/hw.h triggers a recompile
of some 2600 out of 6600 objects (not counting tests and objects that
don't depend on qemu/o

In my "build everything" tree, changing hw/hw.h triggers a recompile
of some 2600 out of 6600 objects (not counting tests and objects that
don't depend on qemu/osdep.h).

The previous commits have left only the declaration of hw_error() in
hw/hw.h. This permits dropping most of its inclusions. Touching it
now recompiles less than 200 objects.

This patch adds the stm32f2xx System Configuration
Controller. This is used to configure what memory is mapped
at address 0 (although that is not supported) as well
as configure how the EXTI interrupts work (also not
supported at the moment).

This device is not required for basic examples, but more
complex systems will require it (as well as the EXTI device)
