hw/acpi: Fix PM control register access
On pegasos2 which has ACPI as part of VT8231 south bridge the board firmware writes PM control register by accessing the second byte so addr will be 1. This wasn't handled correctly and the write went to addr 0 instead. Remove the acpi_pm1_cnt_write() function which is used only once and does not take addr into account and handle non-zero address in acpi_pm_cnt_{read|write}. This fixes ACPI shutdown with pegasos2 firmware.
The issue below is possibly related to the same memory core bug.

qapi acpi: Elide redundant has_FOO in generated C
The has_FOO for pointer-valued FOO are redundant, except for arrays. They are also a nuisance to work with. Recent commit "qapi: Start to elide redundant has_FOO in generated C" provided the means to elide them step by step. This is the step for qapi/acpi.py.
Said commit explains the transformation in more detail. The invariant violations mentioned there do not occur here.

which happens due to acpi_table_begin() expecting NULL terminated oem_id and oem_table_id strings, which is normally the case, but in case of user provided SLIC table, oem_id points to table's blob directly and as result oem_id became longer than expected.
Fix issue by handling oem_id consistently and make acpi_get_slic_oem() return NULL terminated strings.
PS: After [1] refactoring, oem_id semantics became inconsistent, where NULL terminated string was coming from machine and old way pointer into byte array coming from -acpitable option. That used to work since build_header() wasn't expecting NULL terminated string and blindly copied the 1st 6 bytes only.
However commit [2] broke that by replacing build_header() with acpi_table_begin(), which was expecting NULL terminated string and was checking oem_id size.

acpi/core: always set SCI_EN when SMM isn't supported
If SMM is not supported, ACPI fixed hardware doesn't support legacy-mode. ACPI-only platform. Where SCI_EN in PM1_CNT register is always set. The bit tells OS legacy mode(SCI_EN cleared) or ACPI mode(SCI_EN set).
With the next patch (setting fadt.smi_cmd = 0 when smm isn't enabled), guest Linux tries to switch to ACPI mode, finds smi_cmd = 0, and then fails to initialize acpi subsystem. This patch proactively fixes it.
This patch changes guest ABI. To keep compatibility, use "smm-compat" introduced by earlier patch. If the property is true, disable new behavior.

pc,pci,vhost,virtio: fixes
Lots of fixes all over the place. virtio-mem and virtio-iommu patches are kind of fixes but it seems better to just make them behave sanely than try to educate users about the limitations ...

qapi: Extract ACPI commands to 'acpi.json'
Only qemu-system-FOO and qemu-storage-daemon provide QMP monitors, therefore such declarations and definitions are irrelevant for user-mode emulation.
Extracting the ACPI commands to their own schema reduces the size of the qapi-misc* headers generated, and pulls less QAPI-generated code into user-mode.

error: Avoid unnecessary error_propagate() after error_setg()
Replace
error_setg(&err, ...); error_propagate(errp, err);
by
error_setg(errp, ...);
Related pattern:
if (...) { error_setg(&err, ...); goto out; } ... out: error_propagate(errp, err); return;
When all paths to label out are that way, replace by
if (...) { error_setg(errp, ...); return; }
and delete the label along with the error_propagate().
When we have at most one other path that actually needs to propagate, and maybe one at the end that where propagation is unnecessary, e.g.
foo(..., &err); if (err) { goto out; } ... bar(..., &err); out: error_propagate(errp, err); return;
move the error_propagate() to where it's needed, like
if (...) { foo(..., &err); error_propagate(errp, err); return; } ... bar(..., errp); return;
and transform the error_setg() as above.
In some places, the transformation results in obviously unnecessary error_propagate(). The next few commits will eliminate them.
Bonus: the elimination of gotos will make later patches in this series easier to review.
Candidates for conversion tracked down with this Coccinelle script:
@@ identifier err, errp; expression list args; @@ - error_setg(&err, args); + error_setg(errp, args); ... when != err error_propagate(errp, err);

sysemu: Split sysemu/runstate.h off sysemu/sysemu.h
sysemu/sysemu.h is a rather unfocused dumping ground for stuff related to the system-emulator. Evidence:
* It's included widely: in my "build everything" tree, changing sysemu/sysemu.h still triggers a recompile of some 1100 out of 6600 objects (not counting tests and objects that don't depend on qemu/osdep.h, down from 5400 due to the previous two commits).
* It pulls in more than a dozen additional headers.
Split stuff related to run state management into its own header sysemu/runstate.h.
Touching sysemu/sysemu.h now recompiles some 850 objects. qemu/uuid.h also drops from 1100 to 850, and qapi/qapi-types-run-state.h from 4400 to 4200. Touching new sysemu/runstate.h recompiles some 500 objects.
Since I'm touching MAINTAINERS to add sysemu/runstate.h anyway, also add qemu/main-loop.h.

Include hw/hw.h exactly where needed
In my "build everything" tree, changing hw/hw.h triggers a recompile of some 2600 out of 6600 objects (not counting tests and objects that don't depend on qemu/osdep.h).
The previous commits have left only the declaration of hw_error() in hw/hw.h. This permits dropping most of its inclusions. Touching it now recompiles less than 200 objects.
