This reverts commit 73ceb12960e686b763415f0880cc5171ccce01cf.

https://lore.kernel.org/qemu-devel/d6755445-1060-48a8-82b6-2f392c21f9b9@landley.net/
So the reasoning for removing sh4eb was wrong.

Remove the unused sh4eb target
Since the "shix" machine has been removed, the "r2d" machine is the only machine that is still available for the sh4 and sh4eb targets. However, the "r2d" machine apparently does not work in big endian mode, see here:
https://lore.kernel.org/qemu-devel/87a5fwjjew.wl-ysato@users.sourceforge.jp/
So there is no working machine left in the sh4eb-softmmu target, i.e. it is currently completely useless. Thus remove it from the configuration now. (Note: The linux-user binary is not removed since it might still be used to run sh4 binaries in big endian mode).

.travis.yml: Update the jobs to Ubuntu 22.04
According to our support policy, we'll soon drop our official support for Ubuntu 20.04 ("Focal Fossa") in QEMU. Thus we should update the Travis jobs now to a newer release (Ubuntu 22.04 - "Jammy Jellyfish") for future testing. Since all jobs are using this release now, we can drop the entries from the individual jobs and use the global setting again.

.travis.yml: Remove the unused UNRELIABLE environment variable
This variable was used to allow jobs to fail without spoiling the overall result. But the required "allow_failures:" hunk has been accidentally removed in commit 9d03f5abed ("travis.yml: Remove the "Release tarball" job"), and it was anyway only useful while we still had the x86 jobs here around that were our main CI jobs. Thus let's simply remove this useless variable now.

.travis.yml: Shorten the runtime of the problematic jobs
The "[s390x] GCC (other-system)" and the "[s390x] GCC check-tcg" jobs are hitting the 50 minutes timeout in Travis quite frequently since a while.
To fix it, we've got to drop a lot of the targets from the target list in the jobs to make them work again.
With regards to the "check-tcg" test, we can move the check with "s390x-linux-user" to the "user" job instead which also builds the s390x-linux-user target.
And while we're at it, remove the "--enable-fdt=system" configure switch (since this is not required nowadays anymore).

travis.yml: Add missing 'flex', 'bison' packages to 'GCC (user)' job
Since commit fd8171fe52b5e("target/hexagon: import lexer for idef-parser") the hexagon target uses 'flex', 'bison' to generate idef-parser. However default travis builder image for 'focal' may not have these pre-installed, consequently following error is seen with travis when trying to execute the 'GCC (user)' job that also tries to build hexagon user binary:
<snip> export CONFIG="--disable-containers --disable-system" <snip> Program flex found: NO
../target/hexagon/meson.build:179:4: ERROR: Program 'flex' not found or not executable <snip>
Fix this by explicitly add 'flex' and 'bison' to the list of addon apt-packages for the 'GCC (user)' job.

travis.yml: Add missing clang-10 package to the 'Clang (disable-tcg)' job
Since commit 74a1b256d775("configure: Bump minimum Clang version to 10.0") qemu needs Clang version 10.0 as the minimum version to build qemu with Clang. However 'focal' ships by default with Clang version 7.0.0 which causes an error while executing the 'Clang (disable-tcg)' travis job of the form below:
<snip> $clang --version
clang version 7.0.0 (tags/RELEASE_700/final)
<snip> ERROR: You need at least GCC v7.4 or Clang v10.0 (or XCode Clang v12.0)

# Configured with: '../configure' '--disable-docs' '--disable-tools' '--disable-containers' '--disable-tcg' '--enable-kvm' '--disable-tools' '--enable-fdt=system' '--host-cc=clang' '--cxx=clang++'
Fix this by adding 'clang-10' to the 'apt_packages' section of the "[s390x] Clang (disable-tcg)" job and updating the compiler to 'clang-10'.
