Attn: On TI with recoverable errors call analyzer
While servicing a TI attention handler will check if recoverable
error attentions are present and if so it will call the analyzer.

Attn: Add support for raw PEL creation
Attention handler needs to pass raw PEL's to phosphor logging in order
to submit PEL's on behalf of other components (e.g. hypervisor)
