Attn: Remove --defaultbreakpoint add --defaultti
In order to support breakpoint handling and TI handling on systems that did not support the get TI info interface the --defaultbreakpoint configuration option was added. This switch is no longer needed and breakpoint handling is now the default action for available but invalid TI info data. A new option --defaultti was added to force handling of TI's when TI info is available but not valid.

When a special attention occurs the attention handler uses the get TI info chipop to determine whether to service either a TI or a breakipoint. If this chipop is not available or is not functional the attention handler will assume a TI has occurred. With this new behavior an additional attention handler configuration option was added (--defaultbreakpoint) which will allow breakpoints to be handled on systems where the get TI info chipop is not available or not functional.

Enable/disable logic for each attention type
Allow the handler for each attention type to be enabled or disabled. The default is all attention handlers are enabled.
