Ilya found a failure in running check-kernel tests with at_groups=144 (144: conntrack - FTP SNAT orig tuple) in OVS repo. After his further investigation, the root cause is that the labels sent to userspace for related ct are incorrect.
The labels for unconfirmed related ct should use its master's labels. However, the changes made in commit 8c8b73320805 ("openvswitch: set IPS_CONFIRMED in tmpl status only when commit is set in conntrack") led to getting labels from this related ct.
So fix it in ovs_ct_get_labels() by changing to copy labels from its master ct if it is a unconfirmed related ct. Note that there is no fix needed for ct->mark, as it was already copied from its master ct for related ct in init_conntrack().

Since kfree_rcu, which is called in the hlist_for_each_entry_rcu traversal of ovs_ct_limit_exit, is not part of the RCU read critical section, it is possible that the RCU grace period will pass during the traversal and the key will be free.
To prevent this, it should be changed to hlist_for_each_entry_safe.

On startup, ovs-vswitchd probes different datapath features including support for timeout policies. While probing, it tries to execute certain operations with OVS_PACKET_ATTR_PROBE or OVS_FLOW_ATTR_PROBE attributes set. These attributes tell the openvswitch module to not log any errors when they occur as it is expected that some of the probes will fail.
For some reason, setting the timeout policy ignores the PROBE attribute and logs a failure anyway. This is causing the following kernel log on each re-start of ovs-vswitchd:
kernel: Failed to associated timeout policy `ovs_test_tp'
Fix that by using the same logging macro that all other messages are using. The message will still be printed at info level when needed and will be rate limited, but with a net rate limiter instead of generic printk one.
The nf_ct_set_timeout() itself will still print some info messages, but at least this change makes logging in openvswitch module more consistent.

- nf_conn_act_ct_ext_fill() is called before extension is created with nf_conn_act_ct_ext_add() in tcf_ct_act(). This can cause rule offload with unspecified iifidx when connection is offloaded after only single original-direction packet has been processed by tc data path. Always fill the new nf_conn_act_ct_ext instance after creating it in nf_conn_act_ct_ext_add().
- Offloading of unidirectional UDP NEW connections is now supported, but ct flow iifidx field is not updated when connection is promoted to bidirectional which can result reply-direction iifidx to be zero when refreshing the connection. Fill in the extension and update flow iifidx before calling flow_offload_refresh().

One of the biggest (which is not to say only) annoyances with genetlink handling today is that doit and dumpit need some of the same information, but it is passed to them in completely different structs.
The implementations commonly end up writing a _fill() method which populates a message and have to pass at least 6 parameters. 3 of which are extracted manually from request info.
After a lot of umming and ahing I decided to populate struct genl_info for dumps, without trying to factor out only the common parts. This makes the adoption easiest.
In the future we may add a new version of dump which takes struct genl_info *info as the second argument, instead of struct netlink_callback *cb. For now developers have to call genl_info_dump(cb) to get the info.
Typical genetlink families no longer get exposed to netlink protocol internals like pid and seq numbers.

Apart from adding a new drop reasson subsystem and some common drop reasons, this series takes Eric's preliminary work [1] on adding an explicit drop action and integrates it into the same subsystem.
A limitation of this series is that it does not report upcall errors. The reason is that there could be many sources of upcall drops and the most common one, which is the netlink buffer overflow, cannot be reported via kfree_skb() because the skb is freed in the netlink layer (see [2]). Therefore, using a reason for the rare events and not the common one would be even more misleading. I'd propose we add (in a follow up patch) a tracepoint to better report upcall errors.

With the OVS upcall, the original ct in the skb will be dropped, and when the skb comes back from userspace it has to create a new ct again through nf_conntrack_in() in either OVS __ovs_ct_lookup() or TC tcf_ct_act().
However, the new ct will not be able to have the exp as the original ct has taken it away from the hash table in nf_ct_find_expectation(). This will cause some flow never to be matched, like:
'ip,ct_state=-trk,in_port=1 actions=ct(zone=1)' 'ip,ct_state=+trk+new+rel,in_port=1 actions=ct(commit,zone=1)' 'ip,ct_state=+trk+new+rel,in_port=1 actions=ct(commit,zone=2),normal'
if the 2nd flow triggers the OVS upcall, the 3rd flow will never get matched.
OVS conntrack works around this by adding its own exp lookup function to not remove the exp from the hash table and saving the exp and its master info to the flow keys instead of create a real ct. But this way doesn't work for TC act_ct.
The patch 1/3 allows nf_ct_find_expectation() not to remove the exp from the hash table if tmpl is set with IPS_CONFIRMED when doing lookup. This allows both OVS conntrack and TC act_ct to have a simple and clear fix for this problem in the patch 2/3 and 3/3. ====================

- Add dedicated kmem_cache for typical/small skb->head, avoid having to access struct page at kfree time, and improve memory use.
- Introduce sysctl to set default RPS configuration for new netdevs.
- Define Netlink protocol specification format which can be used to describe messages used by each family and auto-generate parsers. Add tools for generating kernel data structures and uAPI headers.
- Expose all net/core sysctls inside netns.
- Remove 4s sleep in netpoll if carrier is instantly detected on boot.
- Add configurable limit of MDB entries per port, and port-vlan.
- Continue populating drop reasons throughout the stack.
- Retire a handful of legacy Qdiscs and classifiers.
Protocols:
- Support IPv4 big TCP (TSO frames larger than 64kB).
- Add IP_LOCAL_PORT_RANGE socket option, to control local port range on socket by socket basis.

- IPv6: don't check net.ipv6.route.max_size and rely on garbage collection to free memory (similarly to IPv4).

- Add support for user scanning requests in ieee802154.
- Remove static WEP support.
- Support minimal Wi-Fi 7 Extremely High Throughput (EHT) rate reporting.

BPF:
- Add a rbtree data structure following the "next-gen data structure" precedent set by recently added linked list, that is, by using kfunc + kptr instead of adding a new BPF map type.
- Expose XDP hints via kfuncs with initial support for RX hash and timestamp metadata.
- Add BPF_F_NO_TUNNEL_KEY extension to bpf_skb_set_tunnel_key to better support decap on GRE tunnel devices not operating in collect metadata.
- Improve x86 JIT's codegen for PROBE_MEM runtime error checks.
- Remove the need for trace_printk_lock for bpf_trace_printk and bpf_trace_vprintk helpers.
- Extend libbpf's bpf_tracing.h support for tracing arguments of kprobes/uprobes and syscall as a special case.
- Significantly reduce the search time for module symbols by livepatch and BPF.
- Enable cpumasks to be used as kptrs, which is useful for tracing programs tracking which tasks end up running on which CPUs in different time intervals.
- Add support for BPF trampoline on s390x and riscv64.
- Add capability to export the XDP features supported by the NIC.
- Add __bpf_kfunc tag for marking kernel functions as kfuncs.
- Add cgroup.memory=nobpf kernel parameter option to disable BPF memory accounting for container environments.
Netfilter:
- Remove the CLUSTERIP target. It has been marked as obsolete for years, and we still have WARN splats wrt races of the out-of-band /proc interface installed by this target.
- Add 'destroy' commands to nf_tables. They are identical to the existing 'delete' commands, but do not return an error if the referenced object (set, chain, rule...) did not exist.
Driver API:
- Improve cpumask_local_spread() locality to help NICs set the right IRQ affinity on AMD platforms.
- Separate C22 and C45 MDIO bus transactions more clearly.
- Introduce new DCB table to control DSCP rewrite on egress.
- Support configuration of Physical Layer Collision Avoidance (PLCA) Reconciliation Sublayer (RS) (802.3cg-2019). Modern version of shared medium Ethernet.
- Support for MAC Merge layer (IEEE 802.3-2018 clause 99). Allowing preemption of low priority frames by high priority frames.
- Add support for controlling MACSec offload using netlink SET.
- Rework devlink instance refcounts to allow registration and de-registration under the instance lock. Split the code into multiple files, drop some of the unnecessarily granular locks and factor out common parts of netlink operation handling.
- Add TX frame aggregation parameters (for USB drivers).
- Add a new attr TCA_EXT_WARN_MSG to report TC (offload) warning messages with notifications for debug.
- Allow offloading of UDP NEW connections via act_ct.
- Add support for per action HW stats in TC.
- Support hardware miss to TC action (continue processing in SW from a specific point in the action chain).
- Warn if old Wireless Extension user space interface is used with modern cfg80211/mac80211 drivers. Do not support Wireless Extensions for Wi-Fi 7 devices at all. Everyone should switch to using nl80211 interface instead.
- Improve the CAN bit timing configuration. Use extack to return error messages directly to user space, update the SJW handling, including the definition of a new default value that will benefit CAN-FD controllers, by increasing their oscillator tolerance.
