This patch mitigates the two-reallocations issue with seg6_iptunnel by
providing the dst_entry (in the cache) to the first call to
skb_cow_head(). As a result, the very first iteration would still
trigger two reallocations (i.e., empty cache), while next iterations
would only trigger a single reallocation.

Performance tests before/after applying this patch, which clearly shows
the improvement:

As explained in commit 1378817486d6 ("tipc: block BH
before using dst_cache"), net/core/dst_cache.c
helpers need to be called with BH disabled.

Disabling preemption in seg6_output_core() is not good enough,
because seg6_output_core() is called from process context,
lwtunnel_output() only uses rcu_read_lock().

We might be interrupted by a softirq, re-enter seg6_output_core()
and corrupt dst_cache data structures.

Fix the race by using local_bh_disable() instead of
preempt_disable().

Apply a similar change in seg6_input_core().

[ Upstream commit 5447f9708d9e4c17a647b16a9cb29e9e02820bd9 ]

The seg6_input() function is responsible for adding the SRH into a
packet, delegating the operation to the seg6_input_core(). This function
uses the skb_cow_head() to ensure that there is sufficient headroom in
the sk_buff for accommodating the link-layer header.
In the event that the skb_cow_header() function fails, the
seg6_input_core() catches the error but it does not release the sk_buff,
which will result in a memory leak.

This issue was introduced in commit af3b5158b89d ("ipv6: sr: fix BUG due
to headroom too small after SRH push") and persists even after commit
7a3f5b0de364 ("netfilter: add netfilter hooks to SRv6 data plane"),
where the entire seg6_input() code was refactored to deal with netfilter
hooks.

The proposed patch addresses the identified memory leak by requiring the
seg6_input_core() function to release the sk_buff in the event that
skb_cow_head() fails.

Core:

- Rework the sendpage & splice implementations

Instead of feeding data into sockets page by page extend sendmsg
handlers to support taking a reference on the data, controlled by a
new flag called MSG_SPLICE_PAGES

Rework the handling of unexpected-end-of-file to invoke an
additional callback instead of trying to predict what the right
combination of MORE/NOTLAST flags is

Remove the MSG_SENDPAGE_NOTLAST flag completely

- Implement SCM_PIDFD, a new type of CMSG type analogous to
SCM_CREDENTIALS, but it contains pidfd instead of plain pid

- Enable socket busy polling with CONFIG_RT

Protocols:

- Allow TCP to shrink the advertised window when necessary, prevent
sk_rcvbuf auto-tuning from growing the window all the way up to
tcp_rmem[2]

- Use per-VMA locking for "page-flipping" TCP receive zerocopy

- Prepare TCP for device-to-device data transfers, by making sure
that payloads are always attached to skbs as page frags

- Make the backoff time for the first N TCP SYN retransmissions
