Generic sk_busy_loop_end() only looks at sk->sk_receive_queue for presence of packets.
Problem is that for UDP sockets after blamed commit, some packets could be present in another queue: udp_sk(sk)->reader_queue
In some cases, a busy poller could spin until timeout expiration, even if some packets are available in udp_sk(sk)->reader_queue.

Convert inet->inet_id to an atomic_t, but implement a dedicated path for TCP, avoiding cost of a locked instruction (atomic_add_return())
Note that this patch will cause a trivial merge conflict because we added inet->flags in net-next tree.

In this series, I converted 20 bits in "struct inet_sock" and made them truly atomic.
This allows to implement many IP_ socket options in a lockless fashion (no need to acquire socket lock), and fixes data-races that were showing up in various KCSAN reports.
I also took care of IP_TTL/IP_MINTTL, but left few other options for another series.
