When this change is backported to the 6.6.y tree, it can cause build errors on some configurations when KEXEC is not enabled, so revert it for now.

Now crash codes under kernel/ folder has been split out from kexec code, crash dumping can be separated from kexec reboot in config items on x86 with some adjustments.
Here, also change some ifdefs or IS_ENABLED() check to more appropriate ones, e,g - #ifdef CONFIG_KEXEC_CORE -> #ifdef CONFIG_CRASH_DUMP - (!IS_ENABLED(CONFIG_KEXEC_CORE)) - > (!IS_ENABLED(CONFIG_CRASH_RESERVE))

Pull documentation updates from Jonathan Corbet: "Commit volume in documentation is relatively low this time, but there is still a fair amount going on, including:
- Reorganize the architecture-specific documentation under Documentation/arch
This makes the structure match the source directory and helps to clean up the mess that is the top-level Documentation directory a bit. This work creates the new directory and moves x86 and most of the less-active architectures there.
The current plan is to move the rest of the architectures in 6.5, with the patches going through the appropriate subsystem trees.
- Some more Spanish translations and maintenance of the Italian translation
- A new "Kernel contribution maturity model" document from Ted
- A new tutorial on quickly building a trimmed kernel from Thorsten
Plus the usual set of updates and fixes"
