plagued KVM/arm64 since... forever.

- New framework allowing SMCCC-compliant hypercalls to be forwarded
to userspace, hopefully paving the way for some more features
being moved to VMMs rather than be implemented in the kernel.

- Large rework of the timer code to allow a VM-wide offset to be
applied to both virtual and physical counters as well as a
per-timer, per-vcpu offset that complements the global one.
This last part allows the NV timer code to be implemented on
top.

- A small set of fixes to make sure that we don't change anything
affecting the EL1&0 translation regime just after having having
taken an exception to EL2 until we have executed a DSB. This
ensures that speculative walks started in EL1&0 have completed.

- The usual selftest fixes and improvements.

UEFI heavily relies on so-called protocols, which are essentially
tables populated with pointers to executable code, and these are invoked
indirectly using BR or BLR instructions.

This makes the EFI execution context vulnerable to attacks on forward
edge control flow, and so it would help if we could enable hardware
enforcement (BTI) on CPUs that implement it.

So let's no longer disable BTI codegen for the EFI stub, and set the
newly introduced PE/COFF header flag when the kernel is built with BTI
landing pads.

RK8600/RK8601 are quite similar to the FAN53555 regulators.

RK8602/RK8603 are a bit different, having a wider output voltage
selection range, from 0.5 V to 1.5 V in 6.25 mV steps. They are used
in the Rock 5B board to power the ARM Cortex-A76 cores and the NPU.
