made MetricValues persistent

MetricValues are persistent for reportUpdates AppendStopsWhenFull and
reportingType different than OnRequest.

Tested:
- New unit tests are passing
- Confirmed MetricVal

reportingType different than OnRequest.

Tested:
- New unit tests are passing
- Confirmed MetricValues are preserved after restarting telemetry
service
