python: drop pipenv

The pipenv tool was nice in theory, but in practice it's just too hard
to update selectively, and it makes using it a pain. The qemu.qmp repo
dropped pipenv support a while back and it's been functioning just fine,
so I'm backporting that change here to qemu.git.

python/aqmp: Add Coverage.py support

I'm not exposing this via the Makefile help, it's not likely to be
useful to passersby. Switch the avocado runner to the 'legacy' runner
for now, as the new runner seems to obscure coverage reports, again.

Usage is to enter your venv of choice and then:
`make check-coverage && xdg-open htmlcov/index.html`.

Merge remote-tracking branch 'remotes/cminyard/tags/for-qemu-6.1-2' into staging

Some qemu updates for IPMI and I2C

Move some ADC file to where they belong and move some sensors to a
sensor directory, since with new BMCs coming in lots of different
sensors should be coming in. Keep from cluttering things up.

Add support for I2C PMBus devices.

Replace the confusing and error-prone i2c_send_recv and i2c_transfer with
specific send and receive functions. Several errors have already been
made with these, avoid any new errors.

Fix the watchdog_expired field in the IPMI watchdog, it's not a bool,
it's a u8. After a vmstate transfer, the new value could be wrong.

python: add 'make check-dev' invocation

This is a *third* way to run the Python tests. Unlike the first two
(check-pipenv, check-tox), this version does not require any specific
interpreter version -- making it a lot easier to tell people to run it
as a quick smoketest prior to submission to GitLab CI.

Summary:

Checked via GitLab CI:
- check-pipenv: tests our oldest python & dependencies
- check-tox: tests newest dependencies on all non-EOL python versions
Executed only incidentally:
- check-dev: tests newest dependencies on whichever python version

('make check' does not set up any environment at all, it just runs the
tests in your current environment. All four invocations perform the
exact same tests, just in different execution environments.)

python: add tox support

This is intended to be a manually run, non-CI script.

Use tox to test the linters against all python versions from 3.6 to
3.10. This will only work if you actually have those versions installed
locally, but Fedora makes this easy:

> sudo dnf install python3.6 python3.7 python3.8 python3.9 python3.10

Unlike the pipenv tests (make venv-check), this pulls "whichever"
versions of the python packages, so they are unpinned and may break as
time goes on. In the case that breakages are found, setup.cfg should be
amended accordingly to avoid the bad dependant versions, or the code
should be amended to work around the issue.

With confidence that the tests pass on 3.6 through 3.10 inclusive, add
the appropriate classifiers to setup.cfg to indicate which versions we
claim to support.

Tox 3.18.0 or above is required to use the 'allowlist_externals' option.
