kconfig: Add PCIe devices to s390x machines
It is useful to extend the number of available PCIe devices to KVM guests for passthrough scenarios and also to expose these models to a different (big endian) architecture. Introduce a new config PCIE_DEVICES to select models, Intel Ethernet adapters and one USB controller. These devices all support MSI-X which is a requirement on s390x as legacy INTx are not supported.

usb: Add DWC3 model
This patch adds skeleton model of dwc3 usb controller attached to xhci-sysbus device. It defines global register space of DWC3 controller, global registers control the AXI/AHB interfaces properties, external FIFO support and event count support. All of which are unimplemented at present,we are only supporting core reset and read of ID register.

usb: fix kconfig for usb-xhci-sysbus
Remove the "default y" for USB_XHCI_SYSBUS because sysbus devices are not user creatable; boards that use them will specify them manually with "imply" or "select" clauses.
It would be nice to keep the ability to remove PCIe and USB from microvm, since thos can be disabled on the command line and therefore should not be included if QEMU is configured --without-default-devices. However it's too late for 5.2 to figure out a place for the DSDT creation code.
