hw/char/serial currently contains the implementation of both TYPE_SERIAL and TYPE_SERIAL_MM. According to serial_class_init(), TYPE_SERIAL is an internal class while TYPE_SERIAL_MM is used by numerous machine types directly. Let's move the latter into its own module which makes the dependencies more obvious and the code more tidy.
The includes and the dependencies have been converted mechanically except in the hw/char directories which were updated manually. The result was compile-tested. Now, only hw/char makes direct use of TYPE_SERIAL:

Some machines use floppy controllers via the SysBus interface, and don't need to pull in all the ISA code. Extract the ISA specific code to a new unit: fdc-isa.c, and add a new Kconfig symbol: "FDC_ISA". This allows us to remove the FIXME from commit dd0ff8191ab ("isa: express SuperIO dependencies with Kconfig").

For the downstream distribution of QEMU, we want to compile without CONFIG_PARALLEL. Commit 9157eee1b1c076ff3 already moved the function parallel_hds_isa_init() (which is still required for linking) into a file that is included anyway, but commit bb3d5ea858e7f888563a moved it to a separate file which is only compiled again if CONFIG_PARALLEL is set. To be able to link QEMU again without CONFIG_PARALLEL, the file should be considered for linking for all targets that have CONFIG_ISA_BUS. And while we're at it, add a proper comment in there with the rationale for the separate file.

Whenever a symbol is referenced from multiple subdirectories, the script prints the list of directories that reference the symbol. These symbols have to be added manually to the Kconfig files.
Kconfig.host and hw/Kconfig were created manually.
