The RISC-V IOMMU specification is now ratified as-per the RISC-V
international process. The latest frozen specifcation can be found at:

Add the foundation of the device emulation for RISC-V IOMMU. It includes
support for s-stage (sv32, sv39, sv48, sv57 caps) and g-stage (sv32x4,
sv39x4, sv48x4, sv57x4 caps).

Other capabilities like ATS and DBG support will be added incrementally
in the next patches.

TYPE_SERIAL_MM. According to serial_class_init(), TYPE_SERIAL is an internal
class while TYPE_

hw/char/serial currently contains the implementation of both TYPE_SERIAL and
TYPE_SERIAL_MM. According to serial_class_init(), TYPE_SERIAL is an internal
class while TYPE_SERIAL_MM is used by numerous machine types directly. Let's
move the latter into its own module which makes the dependencies more obvious
and the code more tidy.

The includes and the dependencies have been converted mechanically except in the
hw/char directories which were updated manually. The result was compile-tested.
Now, only hw/char makes direct use of TYPE_SERIAL:

entries are gone from configs/devices/, there cannot be any more
a conflicts

Now that boards are enabled by default and the "CONFIG_FOO=y"
entries are gone from configs/devices/, there cannot be any more
a conflicts between the default contents of configs/devices/
and a failed "depends on" clause.

With this change, each individual board or target can express
whether it needs FDT. It can then include the common code in the
build via "select DEVICE_TREE", which will also as tell meson to link
with libfdt.

This allows building non-microvm x86 emulators without having
libfdt available.

Then launching QEMU with:

-chardev socket,id=chrtpm,path=swtpm-sock \
-tpmdev emulator,id=tpm0,chardev=chrtpm \
-device tpm-tis-device,tpmdev=tpm0

The TPM device can be seen in the memory tree and the generated device
tree.

We extend virt machine to emulate both AIA IMSIC and AIA APLIC
devices only when "aia=aplic-imsic" parameter is passed along
with machine name in the QEMU command-line. The AIA IMSIC is
only a per-HART MSI controller so we use AIA APLIC in MSI-mode
to forward all wired interrupts as MSIs to the AIA IMSIC.

We also provide "aia-guests=<xyz>" parameter which can be used
to specify number of VS-level AIA IMSIC Guests MMIO pages for
each HART.

Only the Virt and Spike machines use NUMA. Add a RISCV_NUMA Kconfig
symbol and only have these machines select it. Adapt the Meso
