tcg/LICENSE: Remove out of date claim about TCG subdirectory licensing

Since 2008 the tcg/LICENSE file has not changed: it claims that
everything under tcg/ is BSD-licensed.

This is not true and hasn't been true for years: in 2013 we
accepted the tcg/aarch64 target code under a GPLv2-or-later
license statement. We also have generic vector optimisation
code under the LGPL2.1-or-later, and the TCI backend is
GPLv2-or-later. Further, many of the files are not BSD
licensed but MIT licensed.

We don't really consider the tcg subdirectory to be a distinct part
of QEMU anyway.

Remove the LICENSE file, since claiming false information
about the license of the code is confusing.

Update the main project LICENSE file also to be clearer about
the licenses used by TCG.

RISC-V Patches for 4.2-rc2

This contains a pair of patches that add OpenSBI support to QEMU on
RISC-V targets. The patches have been floating around for a bit, but
everything seems solid now. These pass my standard test of booting
OpenEmbedded, and also works when I swap around the various command-line
arguments to use the new boot method.

roms: Add OpenSBI version 0.4

Add OpenSBI version 0.4 as a git submodule and as a prebult binary.

OpenSBI (https://github.com/riscv/opensbi) aims to provide an open-source
reference implementation of the RISC-V Supervisor Binary Interface (SBI)
specifications for platform-specific firmwares executing in M-mode. For all
supported platforms, OpenSBI provides several runtime firmware examples.
These example firmwares can be used to replace the legacy riscv-pk bootloader
and enable the use of well-known bootloaders such as U-Boot.

OpenSBI is distributed under the terms of the BSD 2-clause license
("Simplified BSD License" or "FreeBSD License", SPDX: BSD-2-Clause). OpenSBI
source code also contains code reused from other projects desribed here:
https://github.com/riscv/opensbi/blob/master/ThirdPartyNotices.md.

In this case all of the code we are using from OpenSBI is BSD 2-clause
as we aren't using the Kendryte code (Apache-2.0) with QEMU and libfdt
is dual licensed as BSD 2-clause (and GPL-2.0+). OpenSBI isn't being
linked with QEMU either it is just being included with QEMU.

- Conversion to tracepoints (Eric Auger)
- Fix memory listener address space (Frank Blaschka)
- Move to hw/vfio/ and split common vs pci (Eric Auger & Kim Phillips)
- Trivial error_report() fixes (Alex Williamson)

In addition to enabling S390 with the address space fix and updating
to use tracepoints rather than compile time debug, this set of patches
moves hw/misc/vfio.c to hw/vfio/ and paves the way for vfio-platform
support by splitting common functionality from PCI specific code.

LICENSE: clarify

1) The GPL says that "if the Program does not specify a version number
of this License, you may choose any version ever published by the Free
Software Foundation". This is not true, QEMU includes parts that are
v2-only.

2) Provide a default for files with no licensing information.

3) It is not just hardware emulation that is under BSD license.

4) Restrict GPLv2-only contributions to user mode emulation (due to
code from Linux) and PCI passthrough (due to code from Neocleus).

5) The rules were initially set by Fabrice but are being amended by
other people (already in commit ee12e1f, LICENSE: There is no libqemu.a
