clang-format: copy latest and re-format
clang-format-16 has some backwards incompatible changes that require
additional settings for best compatibility and re-running the formatter.

sdbusplus: use shorter type aliases
The sdbusplus headers provide shortened aliases for many types.
Switch to using them to provide better code clarity and shorter
lines. Possible replacements are

Make all OpenPower dumps as optional feature and should be
enabled in the configuration. System dump is the currently
implemented exa
Make OpenPower specific dump an optional feature
Make all OpenPower dumps as optional feature and should be
enabled in the configuration. System dump is the currently
implemented example of OpenPower dump. BMC dump will be
enabled by default.
To enable
openpower-dumps-extension=enabled
Test:
Tested all existing dump operations using automated
testing.
