The variable used to override a portion of the phosphor-skeleton power recipe changed name in the base recipe. Need to adapt our override in meta-ibm layer to match.
Tested: - Confirmed the org.openbmc.control.Power instance service was not present on system1

Add phosphor-power to use the standard GPIOs to initiate power on/off and check pgood.

This power control implementation is not specific to openpower systems (as seen by the variety of systems including it) so rename it to something mo

This power control implementation is not specific to openpower systems (as seen by the variety of systems including it) so rename it to something more appropriate.
This is using code from skeleton which is not ideal but that's a change for another day.
