meta-facebook: harma: remove CPU_CRIT_TGT in health monitor config

Our SIT team reported an issue that SSH will disconnect by the remote host when doing the stress by the script (while 1 to reading firmware version) on multiple terminals. After we reproduced on our side, we found that CPU usage will be over 90 % during stress and then cause BMC to reboot by health monitor. We remove reboot.target in CPU_CRIT_TGT from CPU critical threshold to avoid this issue.
