Power policy: Determine old or new location.

The Power Policy value is moving from its old location:

/org/openbmc/settings/host0/attr/power_policy

To a new location:

/xyz/openbmc_project/control/

The Power Policy value is moving from its old location:

/org/openbmc/settings/host0/attr/power_policy

To a new location:

/xyz/openbmc_project/control/host0/power_restore_policy/attr/PowerRestorePolicy

This change allows power policy keywords to figure out whether the new
location is legitimate. If so, it will read/write the value using the
new location.

- TBD: add parameter in code update jenkins job to take user

CT run:
- Install debug tarball part of the __init__ setup procedure.
- TBD: add parameter in CT jenkins job to take user input.
- For manual test, users need to specify the debug tarball as
an input.

Test automation code must handle respectively if it has dependencies on
debug tarball binary as part of the "Suite Setup" or "Test Setup".

Made performance improvements to update_bmc.robot.

- Eliminated call to 'Trigger Warm Reset' which contains a 5 min
sleep. Replaced with call to obmc_boot_test.py to do
'OBMC Reboot (off)' whic

Made performance improvements to update_bmc.robot.

- Eliminated call to 'Trigger Warm Reset' which contains a 5 min
sleep. Replaced with call to obmc_boot_test.py to do
'OBMC Reboot (off)' which contains "wait fors" rather than sleeps.
- Eliminated unecessary and erroneous call to 'Trigger Warm Reset
via Reboot'.
- Removed a "Sleep 1 nin" and a "Sleep 7s"
- Eliminated call to 'Set State Interface Version'.

In testing, run time was cut in half.
