selftests/bpf: Remove SEC("version") from test progs
Since commit 6c4fc209fcf9d ("bpf: remove useless version check for prog load") these "version" sections, which result in bpf_attr.kern_version being set, have been unnecessary.
Remove them so that it's obvious to folks using selftests as a guide that "modern" BPF progs don't need this section.

bpf, selftests: test_maps generating unrecognized data section
With a relatively recent clang master branch test_map skips a section,
libbpf: elf: skipping unrecognized data section(5) .rodata.str1.1
the cause is some pointless strings from bpf_printks in the BPF program loaded during testing. After just removing the prints to fix above error Daniel points out the program is a bit pointless and could be simply the empty program returning SK_PASS.
Here we do just that and return simply SK_PASS. This program is used with test_maps selftests to test insert/remove of a program into the sockmap and sockhash maps. Its not testing actual functionality of the TCP sockmap programs, these are tested from test_sockmap. So we shouldn't lose in test coverage and fix above warnings. This original test was added before test_sockmap existed and has been copied around ever since, clean it up now.

selftests: Use consistent include paths for libbpf
Fix all selftests to include libbpf header files with the bpf/ prefix, to be consistent with external users of the library. Also ensure that all includes of exported libbpf header files (those that are exported on 'make install' of the library) use bracketed includes instead of quoted.
To not break the build, keep the old include path until everything has been changed to the new one; a subsequent patch will remove that.

selftests/bpf: remove bpf_util.h from BPF C progs
Though currently there is no problem including bpf_util.h in kernel space BPF C programs, in next patch in this stack, I will reuse libbpf_num_possible_cpus() in bpf_util.h thus include libbpf.h in it, which will cause BPF C programs compile error. Therefore I will first remove bpf_util.h from all test BPF programs.
This can also make it clear that bpf_util.h is a user-space utility while bpf_helpers.h is a kernel space utility.

At the moment, all kernel bpf objects are listed under BPF_OBJ_FILES. Listing them manually sometimes causing patch conflict when people are adding new testcases simultaneously.
It is better to centre all the related source files under a subdir "progs", then auto-generate the object file list.
