ynl: print xdp-zc-max-segs in the sample
Technically we don't have to keep extending the sample, but it
feels useful to run these tools locally to confirm everything
is working.

Add a sample application using the C library.
My main goal is to make writing selftests easier but until

the functionality and let people poke and tinker.
