Linus observed that the pervasive passing of selinux_state pointers introduced by me in commit aa8e712cee93 ("selinux: wrap global selinux state") adds overhead and complexity without providing any benefit. The original idea was to pave the way for SELinux namespaces but those have not yet been implemented and there isn't currently a concrete plan to do so. Remove the passing of the selinux_state pointers, reverting to direct use of the single global selinux_state, and likewise remove passing of child pointers like the selinux_avc. The selinux_policy pointer remains as it is needed for atomic switching of policies.

selinux: mark selinux_xfrm_refcount as __read_mostly
This is motivated by a perfomance regression of selinux_xfrm_enabled() that happened on a RHEL kernel due to false sharing between selinux_xfrm_refcount and (the late) selinux_ss.policy_rwlock (i.e. the .bss section memory layout changed such that they happened to share the same cacheline). Since the policy rwlock's memory region was modified upon each read-side critical section, the readers of selinux_xfrm_refcount had frequent cache misses, eventually leading to a significant performance degradation under a TCP SYN flood on a system with many cores (32 in this case, but it's detectable on less cores as well).
While upstream has since switched to RCU locking, so the same can no longer happen here, selinux_xfrm_refcount could still share a cacheline with another frequently written region, thus marking it __read_mostly still makes sense. __read_mostly helps, because it will put the symbol in a separate section along with other read-mostly variables, so there should never be a clash with frequently written data.
Since selinux_xfrm_refcount is modified only in case of an explicit action, it should be safe to do this (i.e. it shouldn't disrupt other read-mostly variables too much).

As none of the LSMs currently use any of the protocol specific flowi information, replace the flowi pointers with pointers to the address family independent flowi_common struct.

Define a selinux state structure (struct selinux_state) for global SELinux state and pass it explicitly to all security server functions. The public portion of the structure contains state that is used throughout the SELinux code, such as the enforcing mode. The structure also contains a pointer to a selinux_ss structure whose definition is private to the security server and contains security server specific state such as the policy database and SID table.
This change should have no effect on SELinux behavior or APIs (userspace or LSM). It merely wraps SELinux state and passes it explicitly as needed.

selinux: add gfp argument to security_xfrm_policy_alloc and fix callers
security_xfrm_policy_alloc can be called in atomic context so the allocation should be done with GFP_ATOMIC. Add an argument to let the callers choose the appropriate way. In order to do so a gfp argument needs to be added to the method xfrm_policy_alloc_security in struct security_operations and to the internal function selinux_xfrm_alloc_user. After that switch to GFP_ATOMIC in the atomic callers and leave GFP_KERNEL as before for the rest. The path that needed the gfp argument addition is: security_xfrm_policy_alloc -> security_ops.xfrm_policy_alloc_security -> all users of xfrm_policy_alloc_security (e.g. selinux_xfrm_policy_alloc) -> selinux_xfrm_alloc_user (here the allocation used to be GFP_KERNEL only)
Now adding a gfp argument to selinux_xfrm_alloc_user requires us to also add it to security_context_to_sid which is used inside and prior to this patch did only GFP_KERNEL allocation. So add gfp argument to security_context_to_sid and adjust all of its callers as well.
