bpf: Add --skip_encoding_btf_inconsistent_proto, --btf_gen_optimized to pahole flags for v1.25
v1.25 of pahole supports filtering out functions with multiple inconsistent function prototypes or optimized-out parameters from the BTF representation. These present problems because there is no additional info in BTF saying which inconsistent prototype matches which function instance to help guide attachment, and functions with optimized-out parameters can lead to incorrect assumptions about register contents.
So for now, filter out such functions while adding BTF representations for functions that have "."-suffixes (foo.isra.0) but not optimized-out parameters. This patch assumes that below linked changes land in pahole for v1.25.
Issues with pahole filtering being too aggressive in removing functions appear to be resolved now, but CI and further testing will confirm.

Rust, as of writing, is not currently supported by pahole and if it's used with a build that has BTF debugging enabled it results in malformed kernel and module binaries [3]. So it's better for pahole to exclude Rust CUs until support for it arrives.

Since v1.22, pahole can parse DWARF and generate BTF with multithreading to speed up the conversion. It will reduce the overall build time of the kernel for seconds.
v3 fixes whitespaces and improves the commit description. v2 checks the version of pahole to enable multithreading only if possible.

kbuild: Add skip_encoding_btf_enum64 option to pahole
New pahole (version 1.24) generates by default new BTF_KIND_ENUM64 BTF tag, which is not supported by stable kernel.
As a result the kernel wit

New pahole (version 1.24) generates by default new BTF_KIND_ENUM64 BTF tag, which is not supported by stable kernel.
As a result the kernel with CONFIG_DEBUG_INFO_BTF option will fail to compile with following error:
BTFIDS vmlinux FAILED: load BTF from vmlinux: Invalid argument
New pahole provides --skip_encoding_btf_enum64 option to skip BTF_KIND_ENUM64 generation and produce BTF supported by stable kernel.
Adding this option to scripts/pahole-flags.sh.
This change does not have equivalent commit in linus tree, because linus tree has support for BTF_KIND_ENUM64 tag, so it does not need to be disabled.

Commit b775fbf532dc ("kbuild: Add skip_encoding_btf_enum64 option to pahole") created the file scripts/pahole-flags.sh, but due to a mismatch between patch and quilt and git, the execute permissions did not get set properly. Fix that up.
