This makes it a little less error prone by not exposing sysctls for the initial network namespace in other namespaces.
This is the same way we handle all of our other network interfaces to userspace and I can't honestly remember why we didn't do this for sysctls right from the start.

Now that sys_sysctl is a compatiblity wrapper around /proc/sys all sysctl strategy routines, and all ctl_name and strategy entries in the sysctl tables are unused, and can be revmoed.
In addition neigh_sysctl_register has been modified to no longer take a strategy argument and it's callers have been modified not to pass one.

The semantic effect of insert_at_head is that it would allow new registered sysctl entries to override existing sysctl entries of the same name. Which is pain for caching and the proc interface never implemented.
I have done an audit and discovered that none of the current users of register_sysctl care as (excpet for directories) they do not register duplicate sysctl entries.
So this patch simply removes the support for overriding existing entries in the sys_sysctl interface since no one uses it or cares and it makes future enhancments harder.

This makes it a little less error prone by not exposing sysctls for the initial network namespace in other namespaces. [PATCH] sysctl: remove insert_at_head from register_sysctl The semantic effect of insert_at_head is that it would allow new registered sysctl entries to override existing sysctl entries of the same name. Which is pain for caching and the proc interface never implemented. I have done an audit and discovered that none of the current users of register_sysctl care as (excpet for directories) they do not register duplicate sysctl entries. So this patch simply removes the support for overriding existing entries in the sys_sysctl interface since no one uses it or cares and it makes future enhancments harder. Signed-off-by: Eric W. We can create a separate "historical" git archive of that later if we want to, and in the meantime it's about 3.2GB when imported into git - space that would just make the early git days unnecessarily complicated, when we don't have a lot of good infrastructure for it. Let it rip!
