rtnetlink: Honour NLM_F_ECHO flag in rtnl_delete_link
This patch use the new helper unregister_netdevice_many_notify() for rtnl_delete_link(), so that the kernel could reply unicast when userspace set NLM_F_ECHO flag to request the new created interface info.
At the same time, the parameters of rtnl_delete_link() need to be updated since we need nlmsghdr and portid info.

Netdev reference helpers have a dev_ prefix for historic reasons. Renaming the old helpers would be too much churn but we can rename the tracking ones which are relatively recent and should be the default for new code.

openvswitch: fix hangup on vxlan/gre/geneve device deletion
Each openvswitch tunnel vport (vxlan, gre, geneve) holds a reference to the underlying tunnel device, but never released it when such device is deleted. Deleting the underlying device via the ip tool cause the kernel to hangup in the netdev_wait_allrefs() loop. This commit ensure that on device unregistration dp_detach_port_notify() is called for all vports that hold the device reference, properly releasing it.

net: add possibility to pass information about upper device via notifier
Sometimes the drivers and other code would find it handy to know some internal information about upper device being changed. So allow upper-code to pass information down to notifier listeners during linking.

route: move lwtunnel state to dst_entry
Currently, the lwtunnel state resides in per-protocol data. This is a problem if we encapsulate ipv6 traffic in an ipv4 tunnel (or vice versa). The xmit function of the tunnel does not know whether the packet has been routed to it by ipv4 or ipv6, yet it needs the lwtstate data. Moving the lwtstate data to dst_entry makes such inter-protocol tunneling possible.
As a bonus, this brings a nice diffstat.

This readds the config option CONFIG_OPENVSWITCH_VXLAN to avoid a hard dependency of OVS on VXLAN. It moves the VXLAN config compat code to vport-vxlan.c and allows compliation as a module.

openvswitch: Use regular VXLAN net_device device
This gets rid of all OVS specific VXLAN code in the receive and transmit path by using a VXLAN net_device to represent the vport. Only a small shim layer remains which takes care of handling the VXLAN specific OVS Netlink configuration.
Unexports vxlan_sock_add(), vxlan_sock_release(), vxlan_xmit_skb() since they are no longer needed.

openvswitch: disable LRO
Currently, openvswitch tries to disable LRO from the user space. This does not work correctly when the device added is a vlan interface, though. Instead of dealing with possibly complex stacked cross name space relations in the user space, do the same as bridging does and call dev_disable_lro in the kernel.
