batman-adv: tvlv: prepare for tvlv enabled multicast packet type
Prepare TVLV infrastructure for more packet types, in particular the upcoming batman-adv multicast packet type.
For that swap the OGM vs. unicast-tvlv packet boolean indicator to an explicit unsigned integer packet type variable. And provide the skb to a call to batadv_tvlv_containers_process(), as later the multicast packet's TVLV handler will need to have access not only to the TVLV but the full skb for forwarding. Forwarding will be invoked from the multicast packet's TVLVs' contents later.

batman-adv: bcast: queue per interface, if needed
Currently we schedule a broadcast packet like:
3x: [ [(re-)queue] --> for(hard-if): maybe-transmit ]
The intention of queueing a broadcast packet multiple times is to increase robustness for wireless interfaces. However on interfaces which we only broadcast on once the queueing induces an unnecessary penalty. This patch restructures the queueing to be performed on a per interface basis:
for(hard-if): - transmit - if wireless: [queue] --> transmit --> [requeue] --> transmit
Next to the performance benefits on non-wireless interfaces this should also make it easier to apply alternative strategies for transmissions on wireless interfaces in the future (for instance sending via unicast transmissions on wireless interfaces, without queueing in batman-adv, if appropriate).

batman-adv: Drop publication years from copyright info
The batman-adv source code was using the year of publication (to net-next) as "last" year for the copyright statement. The whole source code mentioned in the MAINTAINERS "BATMAN ADVANCED" section was handled as a single entity regarding the publishing year.
This avoided having outdated (in sense of year information - not copyright holder) publishing information inside several files. But since the simple "update copyright year" commit (without other changes) in the file was not well received in the upstream kernel, the option to not have a copyright year (for initial and last publication) in the files are chosen instead. More detailed information about the years can still be retrieved from the SCM system.

batman-adv: mcast/TT: fix wrongly dropped or rerouted packets
The unicast packet rerouting code makes several assumptions. For instance it assumes that there is always exactly one destination in the TT. This breaks for multicast frames in a unicast packets in several ways:
For one thing if there is actually no TT entry and the destination node was selected due to the multicast tvlv flags it announced. Then an intermediate node will wrongly drop the packet.
For another thing if there is a TT entry but the TTVN of this entry is newer than the originally addressed destination node: Then the intermediate node will wrongly redirect the packet, leading to duplicated multicast packets at a multicast listener and missing packets at other multicast listeners or multicast routers.
Fixing this by not applying the unicast packet rerouting to batman-adv unicast packets with a multicast payload. We are not able to detect a roaming multicast listener at the moment and will just continue to send the multicast frame to both the new and old destination for a while in case of such a roaming multicast listener.

batman-adv: Snoop DHCPACKs for DAT
In a 1000 nodes mesh network (Freifunk Hamburg) we can still see 30KBit/s of ARP traffic (equalling about 25% of all layer two specific overhead, remaining after some filtering) flooded through the mesh. These 30KBit/s are mainly ARP Requests from the gateways / DHCP servers.
By snooping DHCPACKs we can learn about MAC/IP address pairs in the DHCP range without relying on ARP. This patch is in preparation to eliminate the need for mesh wide message flooding for IPv4 address resolution.
Also this allows to quickly update a MAC/IP pair at least in the DHT when DHCP reassigns an IP address to a new host.

batman-adv: update data pointers after skb_cow()
batadv_check_unicast_ttvn() calls skb_cow(), so pointers into the SKB data must be (re)set after calling it. The ethhdr variable is dropped altogether.

batman-adv: Convert packet.h to uapi header
The header file is used by different userspace programs to inject packets or to decode sniffed packets. It should therefore be available to them as userspace header.
Also other components in the kernel (like the flow dissector) require access to the packet definitions to be able to decode ETH_P_BATMAN ethernet packets.

batman-adv: Use parentheses in function kernel-doc
The documentation describing kernel-doc comments for functions ("How to format kernel-doc comments") uses parentheses at the end of the function name. Using this format allows to use a consistent style when adding documentation to a function and when referencing this function in a different kernel-doc section.

batman-adv: Add SPDX license identifier above copyright header
The "Linux kernel licensing rules" require that each file has a SPDX license identifier as first line (and sometimes as second line).
The FSFE REUSE practices [1] would also require the same tags but have no restrictions on the placement in the source file. Using the "Linux kernel licensing rules" is therefore also fulfilling the FSFE REUSE practices requirements at the same time.

batman-adv: Remove unnecessary parentheses
checkpatch introduced with commit 63b7c73ec86b ("checkpatch: add --strict check for ifs with unnecessary parentheses") an additional test which identifies some unnecessary parentheses.
Remove these unnecessary parentheses to avoid the warnings and to unify the coding style slightly more.

batman-adv: Print correct function names in dbg messages
The function names in batman-adv changed slightly in the past. But some of the debug messages were not updated correctly and therefore some messages were incorrect. To avoid this in the future, these kind of messages should use __func__ to automatically print the correct function name.

batman-adv: fix memory leak when dropping packet from other gateway
The skb must be released in the receive handler since b91a2543b4c1 ("batman-adv: Consume skb in receive handlers"). Just returning NET_RX_DROP will no longer automatically free the memory. This results in memory leaks when unicast packets from other backbones must be dropped because they share a common backbone.
