Now that we have made the inactivation of unlinked inodes a background
task to increase the throughput of file deletions, we need to be a
little more careful about how long of a delay we can tolerate.

Specifically, if the dquots attached to the inode being inactivated are
nearing any kind of enforcement boundary, we want to queue that
inactivation work immediately so that users don't get EDQUOT/ENOSPC
errors even after they deleted a bunch of files to stay within quota.

care about the three quota record types (user, group, project).

When XFS' quota functions take a parameter for the quota type, they only
care about the three quota record types (user, group, project).
Internal state flags and whatnot should never be passed by callers and
are an error. Now that we've moved responsibility for filtering out
internal state to the callers, we can drop the masking everywhere else.

In other words, if you call a quota function, you must only pass in
one of XFS_DQTYPE_{USER,GROUP,PROJ}.

xfs: remove the debug-only q_transp field from struct xfs_dquot

The field is only used for a few assertations. Shrink the dqout
structure instead, similarly to what commit f3ca87389dbf
("xfs: remove i_transp") did for the xfs_inode.

Remove the verbose license text from XFS files and replace them
with SPDX tags. This does not change the license of any of the code,
merely refers to the common, up-to-date license files in LICENSES/

This change was mostly scripted. fs/xfs/Makefile and
fs/xfs/libxfs/xfs_fs.h were modified by hand, the rest were detected
and modified by the following command:
