Based on the original code semantic in case of Clause 45 MDIO, the address command is supposed to be followed by the command sending the MMD address, not the CSR address. The commit 002dd3de097c ("net: mdio: mdio-bitbang: Separate C22 and C45 transactions") has erroneously broken that. So most likely due to an unfortunate variable name it switched the code to sending the CSR address. In our case it caused the protocol malfunction so the read operation always failed with the turnaround bit always been driven to one by PHY instead of zero. Fix that by getting back the correct behaviour: sending MMD address command right after the regular address command.

The bitbbanging bus driver can perform both C22 and C45 transfers. Create separate functions for each and register the C45 versions using the new driver API calls.
The SH Ethernet driver places wrappers around these functions. In order to not break boards which might be using C45, add similar wrappers for C45 operations.

SMI0 is a mangled version of MDIO. The main low level difference is the MDIO C22 OP code is always 0, not 0x2 or 0x1 for Read/Write. The read/write information is instead encoded in the PHY address.
Extend the bit-bang code to allow the op code to be overridden, but default to normal C22 values. Add an extra compatible to the mdio-gpio driver, and when this compatible is present, set the op codes to 0.
A higher level driver, sitting on top of the basic MDIO bus driver can then implement the rest of the microchip SMI0 odderties.

Move all the MDIO drivers and multiplexers into drivers/net/mdio. The mdio core is however left in the phy directory, due to mutual dependencies between the MDIO core and the PHY core.
Take this opportunity to sort the Kconfig based on the menuconfig strings, and move the multiplexers to the end with a separating comment.
