Avoid reading link modes from management firmware every time when
`ethtool_get_link_ksettings` is called, only communicate with
management firmware when necessary like we do for eth_table info.

This change can ease the situation that when large number of vlan
sub-interfaces are created and their information is requested by
some monitoring process like PCP [1] through ethool ioctl frequently.

extension to the C90 standard, but the preferred mechanism to declare

The current codebase makes use of the zero-length array language
extension to the C90 standard, but the preferred mechanism to declare
variable-length types such as these ones is a flexible array member[1][2],
introduced in C99:

struct foo {
int stuff;
struct boo array[];
};

By making use of the mechanism above, we will get a compiler warning
in case the flexible array does not occur last in the structure, which
will help us prevent some kind of undefined behavior bugs from being
inadvertently introduced[3] to the codebase from now on.

Also, notice that, dynamic memory allocations won't be affected by
this change:

"Flexible array members have incomplete type, and so the sizeof operator
may not be applied. As a quirk of the original implementation of
zero-length arrays, sizeof evaluates to zero."[1]

This issue was found with the help of Coccinelle.

nfp: honor FW reset and loading policies

The firmware reset and loading policies can be controlled with the
combination of three hwinfo keys, 'abi_drv_reset', 'abi_drv_load_ifc'
and 'app_fw_from_flash'.

'app_fw_from_flash' defines which firmware should take precedence,
'Disk', 'Flash' or the 'Preferred' firmware. When 'Preferred'
is selected, the management firmware makes the decision on which
firmware will be loaded by comparing versions of the flash firmware
and the host supplied firmware.

'abi_drv_reset' defines when the driver should reset the firmware when
the driver is probed, either 'Disk' if firmware was found on disk,
'Always' reset or 'Never' reset. Note that the device is always reset
on driver unload if firmware was loaded when the driver was probed.

'abi_drv_load_ifc' defines a list of PF devices allowed to load FW on
the device.

Furthermore, we limit the cases to where the driver will unload firmware
again when the driver is removed to only when firmware was loaded by the
driver and only if this particular device was the only one that could
have loaded firmware. This is needed to avoid firmware being removed
while in use on multi-host platforms.

if it doesn't exist, use a default value instead.

To support this, we must silence warning/error messages when the hwinfo
entry doesn't exist since this is a valid use case. The NSP command
structure provides the ability to silence command errors, in which case
the caller should log any command errors appropriately. Protocol errors
are unaffected by this.

Firmware flashing takes around 60s (specified to not take more than
70s). Prevent hogging the RTNL lock in this time and make use of the
longer timeout for the NSP command. The timeout is set to 2.5 * 70
seconds.

We only allow flashing the firmware from reprs or PF netdevs. VFs do not
have an app reference.

Recent management FW images can perform full reinit of MAC cores
without requiring a reboot. When loading the driver check if there
are changes pending and if so call NSP MAC reinit. Full application
FW reload is still required, and all MACs need to be reinited at the
same time (not only the ones which have been reconfigured, and thus
potentially causing disruption to unrelated netdevs) therefore for
now changing MAC config without reloading the driver still remains
future work.
