When there are CT table entries, and you rmmod nfp, the following events can happen:
task1: nfp_net_pci_remove ↓ nfp_flower_stop->(asynchronous)tcf_ct_flow_table_cleanup_work(3) ↓ nfp_zone_table_entry_destroy(1)
task2: nfp_fl_ct_handle_nft_flow(2)
When the execution order is (1)->(2)->(3), it will crash. Therefore, in the function nfp_fl_ct_del_flow, nf_flow_table_offload_del_cb needs to be executed synchronously.
At the same time, in order to solve the deadlock problem and the problem of rtnl_lock sometimes failing, replace rtnl_lock with the private nfp_fl_lock.

As more police parameters are passed to flow_offload, driver can check them to make sure hardware handles packets in the way indicated by tc. The conform-exceed control should be drop/pipe or drop/ok. Besides, for drop/ok, the police should be the last action. As hardware can't configure peakrate/avrate/overhead, offload should not be supported if any of them is configured.

This patch adds a drop frames counter to tc flower offloading. Reporting h/w dropped frames is necessary for some actions. Some actions like police action and the coming introduced stream gate action would produce dropped frames which is necessary for user. Status update shows how many filtered packets increasing and how many dropped in those packets.

Some actions like police action and the coming introduced stream gate action would produce dropped frames which is necessary for user. net: sched: use major priority number as hardware priority tc transparently maps the software priority number to hardware. Update it to pass the major priority which is what most drivers expect. Update drivers too so they do not need to lshift the priority field of the flow_cls_common_offload object. The stmmac driver is an exception, since this code assumes the tc software priority is fine, therefore, lshift it just to be conservative.
