Currently, once driver load completes, IRQ requests were performed for all
vectors. However, as we move to support dynamic creation of EQs, this will
not be the case as some IRQs will not exist at this stage. Thus, in such
case, use the default CPU to IRQ mapping which is the serial mapping based
on IRQ vector index. Meaning, the n'th vector gets mapped to the n'th CPU.

Introduce an API function mlx5_comp_vector_cpu() that takes an IRQ index and
provides the corresponding CPU mapping. It utilizes the existing IRQ
affinity if defined, or resorts to the default serialized CPU mapping
otherwise.

When the driver activates the channels, it assumes NAPI isn't running
yet. mlx5e_activate_rq posts a NOP WQE to ICOSQ to trigger a hardware
interrupt and start NAPI, which will run mlx5e_alloc_rx_mpwqe and post
UMR WQEs to ICOSQ to be able to receive packets with striding RQ.

Unfortunately, a race condition is possible if NAPI is triggered by
something else (for example, TX) at a bad timing, before
mlx5e_activate_rq finishes. In this case, mlx5e_alloc_rx_mpwqe may post
UMR WQEs to ICOSQ, and with the bad timing, the wqe_info of the first
UMR may be overwritten by the wqe_info of the NOP posted by
mlx5e_activate_rq.

The consequence is that icosq->db.wqe_info[0].num_wqebbs will be changed
from MLX5E_UMR_WQEBBS to 1, disrupting the integrity of the array-based
linked list in wqe_info[]. mlx5e_poll_ico_cq will hang in an infinite
loop after processing wqe_info[0], because after the corruption, the
next item to be processed will be wqe_info[1], which is filled with
zeros, and `sqcc += wi->num_wqebbs` will never move further.

This commit fixes this race condition by using async_icosq to post the
NOP and trigger the interrupt. async_icosq is always protected with a
spinlock, eliminating the race condition.

The body of mlx5e_napi_poll is wrapped into rcu_read_lock to be able to
read the XDP program pointer using rcu_dereference. However, the trap RQ
NAPI doesn't use rcu_read_lock, because the trap RQ works only in the
non-linear mode, and mlx5e_skb_from_cqe_nonlinear, until recently,
didn't support XDP and didn't call rcu_dereference.

Starting from the cited commit, mlx5e_skb_from_cqe_nonlinear supports
XDP and calls rcu_dereference, but mlx5e_trap_napi_poll doesn't wrap it
into rcu_read_lock. It leads to RCU-lockdep warnings like this:

WARNING: suspicious RCU usage

This commit fixes the issue by adding an rcu_read_lock to
mlx5e_trap_napi_poll, similarly to mlx5e_napi_poll.

The Builder pattern is used to initialize a TIR. It allows to create a
multitude of different configurations, turning on and off some specific
features in different combinations, without having long parameter lists,
initializers per usage and repeating code in initializers.

packets. Trap-RQ processes packets that were destined to be dropped,
but for debug and visibility sake these packets are trapped and reported
to devlink.
Trap-RQ connects between the HW and the driver and is not a part of a
channel. Open mlx5e_create_rq() and mlx5_core_destroy_rq() as API and
add dedicate RQ handlers which report to devlink of trapped packets.
