e1000e: Workaround for sporadic MDI error on Meteor Lake systems

On some Meteor Lake systems accessing the PHY via the MDIO interface may result in an MDI error. This issue happens sporadically and in most cases a second access to the PHY via the MDIO interface results in success.
As a workaround, introduce a retry counter which is set to 3 on Meteor Lake systems. The driver will only return an error if 3 consecutive PHY access attempts fail. The retry mechanism is disabled in specific flows, where MDI errors are expected.

This reverts commit 1866aa0d0d6492bc2f8d22d0df49abaccf50cddd.
Commit 1866aa0d0d64 ("e1000e: Fix possible HW unit hang after an s0ix exit") was a workaround for CSME problem to handle messages comes via H2ME mailbox. This problem has been fixed by patch "e1000e: Enable the GPT clock before sending message to the CSME".

Disable the OEM bit/Gig Disable/restart AN impact and disable the PHY LAN connected device (LCD) reset during power management flows. This fixes possible HW unit hangs on the s0ix exit on some corporate ADL platforms.

The include guard "_E1000_HW_H_" is used by header files in three different drivers (e1000/e1000_hw.h, e1000e/hw.h, and igb/e1000_hw.h). Using the same include guard macro in more than one header file may cause unexpected behavior from the compiler. Fix the duplicate include guard in the e1000e driver by renaming it.
