net: tls: make the offload check helper take skb not socket
All callers of tls_is_sk_tx_device_offloaded() currently do an equivalent of:
if (skb->sk && tls_is_skb_tx_device_offloaded(skb->sk))
Have the helper accept skb and do the skb->sk check locally. Two drivers have local static inlines with similar wrappers already.
While at it change the ifdef condition to TLS_DEVICE. Only TLS_DEVICE selects SOCK_VALIDATE_XMIT, so the two are equivalent. This makes removing the duplicated IS_ENABLED() check in funeth more obviously correct.

cxgb4: Drop redundant pci_enable_pcie_error_reporting()
pci_enable_pcie_error_reporting() enables the device to send ERR_* Messages. Since f26e58bf6f54 ("PCI/AER: Enable error reporting when AER is native"), the PCI core does this for all devices during enumeration, so the driver doesn't need to do it itself.
Remove the redundant pci_enable_pcie_error_reporting() call from the driver. Also remove the corresponding pci_disable_pcie_error_reporting() from the driver .remove() path.
Note that this only controls ERR_* Messages from the device. An ERR_* Message may cause the Root Port to generate an interrupt, depending on the AER Root Error Command register managed by the AER service driver.

cxgb4: Remove useless DMA-32 fallback configuration
As stated in [1], dma_set_mask() with a 64-bit mask never fails if dev->dma_mask is non-NULL. So, if it fails, the 32 bits case will also fail for the same reason.
So, if dma_set_mask_and_coherent() succeeds, 'highdma' is known to be true.
Simplify code and remove some dead code accordingly.

dev_ioctl: split out ndo_eth_ioctl
Most users of ndo_do_ioctl are ethernet drivers that implement the MII commands SIOCGMIIPHY/SIOCGMIIREG/SIOCSMIIREG, or hardware timestamping with SIOCSHWTSTAMP/SIOCGHWTSTAMP.
Separate these from the few drivers that use ndo_do_ioctl to implement SIOCBOND, SIOCBR and SIOCWANDEV commands.
This is a purely cosmetic change intended to help readers find their way through the implementation.

cxgb4: fix IRQ free race during driver unload
IRQs are requested during driver's ndo_open() and then later freed up in disable_interrupts() during driver unload. A race exists where driver can set the CXGB4_FULL_INIT_DONE flag in ndo_open() after the disable_interrupts() in driver unload path checks it, and hence misses calling free_irq().
Fix by unregistering netdevice first and sync with driver's ndo_open(). This ensures disable_interrupts() checks the flag correctly and frees up the IRQs properly.

When adapter init fails, the blocked freelist bitmap is already freed up and should not be touched. So, move the bitmap zeroing closer to where it was successfully allocated. Also handle adapter init failure unwind path immediately and avoid setting up RDMA memory windows.

cxgb4: fix IRQ free race during driver unload
[ Upstream commit 015fe6fd29c4b9ac0f61b8c4455ef88e6018b9cc ]
IRQs are requested during driver's ndo_open() and then later freed up in disable_interrupts() during driver unload. A race exists where driver can set the CXGB4_FULL_INIT_DONE flag in ndo_open() after the disable_interrupts() in driver unload path checks it, and hence misses calling free_irq().
Fix by unregistering netdevice first and sync with driver's ndo_open(). This ensures disable_interrupts() checks the flag correctly and frees up the IRQs properly.

Before writing new PHY firmware to on-chip memory, driver queries firmware for current running PHY firmware version, which can result in sleep waiting for reply. So, move spinlock closer to the actual on-chip memory write operation, instead of taking it at the callers.

cxgb4: avoid link re-train during TC-MQPRIO configuration
[ Upstream commit 3822d0670c9d4342794d73e0d0e615322b40438e ]
When configuring TC-MQPRIO offload, only turn off netdev carrier and don't bring physical link down in hardware. Otherwise, when the physical link is brought up again after configuration, it gets re-trained and stalls ongoing traffic.
Also, when firmware is no longer accessible or crashed, avoid sending FLOWC and waiting for reply that will never come.
