ARC HSDK platform stopped booting on released v5.10-rc1, getting stuck
in startup of non master SMP cores.

This was bisected to upstream commit 7fef431be9c9ac25
"(mm/page_alloc: place pages to tail in __free_pages_core())"
That commit itself is harmless, it just exposed a subtle assumption in
our platform code (hence CC'ing linux-mm just as FYI in case some other
arches / platforms trip on it).

The upstream commit is semantically disruptive as it reverses the order
of page allocations (actually it can be good test for hardware
verification to exercise different memory patterns altogether).
For ARC HSDK platform that meant a remapped memory region (pertaining to
unused Closely Coupled Memory) started getting used early for dynamice
allocations, while not effectively remapped on all the cores, triggering
memory error exception on those cores.

The fix is to move the CCM remapping from early platform code to to early core
boot code. And while it is undesirable to riddle common boot code with
platform quirks, there is no other way to do this since the faltering code
involves setting up stack itself so even function calls are not allowed at
that point.

such as DIV, MACD etc are executed in the DSP unit with semantics alterable
by flags in DSP_C

ARC: handle DSP presence in HW

When DSP extensions are present, some of the regular integer instructions
such as DIV, MACD etc are executed in the DSP unit with semantics alterable
by flags in DSP_CTRL aux register. This register is writable by userspace
and thus can potentially affect corresponding instructions in kernel code,
intentionally or otherwise. So safegaurd kernel by effectively disabling
DSP_CTRL upon bootup and every entry to kernel.

Do note that for this config we simply zero out the DSP_CTRL reg assuming
userspace doesn't really care about DSP. The next patch caters to the DSP
aware userspace where this reg is saved/restored upon kernel entry/exit.

In case of devboards we really often disable bootloader and load
Linux image in memory via JTAG. Even if kernel tries to verify
uboot_tag and uboot_arg there is sill a chance that we treat some
garbage in registers as valid u-boot arguments in JTAG case.
E.g. it is enough to have '1' in r0 to treat any value in r2 as
a boot command line.

So check that magic number passed from u-boot is correct and drop
u-boot arguments otherwise. That helps to reduce the possibility
of using garbage as u-boot arguments in JTAG case.

We can safely check U-boot magic value (0x0) in linux passed via
r1 register as U-boot pass it from the beginning. So there is no
backward-compatibility issues.

- update bootlog to prints both HW feature status (exists, enabled/disabled)
and SW status (used / not used).
- wire up the relaxed memcpy for unaligned access

* don't check uboot_tag if kernel build with no ARC_UBOOT_SUPPORT.

NOTE:
If U-boot args are invalid we skip them and try to use embedded device
tree blob. We can't panic on invalid U-boot args as we really pass
invalid args due to bug in U-boot code.
This happens if we don't provide external DTB to U-boot and
don't set 'bootargs' U-boot environment variable (which is default
case at least for HSDK board) In that case we will pass
{r0 = 1 (bootargs in r2); r1 = 0; r2 = 0;} to linux which is invalid.

While I'm at it refactor U-boot arguments handling code.

For run-on-reset SMP configs, non master cores call a routine which
waits until Master gives it a "go" signal (currently using a shared
mem flag). The same routine then jumps off the well known entry point of
all non Master cores i.e. @first_lines_of_secondary

This patch moves out the last part into one single place in early boot
code.

This is better in terms of absraction (the wait API only waits) and
returns, leaving out the "jump off to" part.

In actual implementation this requires some restructuring of the early
boot code as well as Master now jumps to BSS setup explicitly,
vs. falling thru into it before.

Technically this patch doesn't cause any functional change, it just
moves the ugly #ifdef'ry from assembly code to "C"

Commit 05b016ecf5e7a "ARC: Setup Vector Table Base in early boot" moved
the Interrupt vector Table setup out of arc_init_IRQ() which is called
for all CPUs, to entry point of boot cpu only, breaking booting of others.

Fix by adding the same to entry point of non-boot CPUs too.

read_arc_build_cfg_regs() printing IVT Base Register didn't help the
casue since it prints a synthetic value if zero which is totally bogus,
so fix that to print the exact Register.

[vgupta: Remove the now stale comment from header of arc_init_IRQ and
also added the commentary for halt-on-reset]

ARC common code to enable a SMP system + ISS provided SMP extensions.

ARC700 natively lacks SMP support, hence some of the core features are
are only enabled if SoCs have the necessary h/w pixie-dust. This
includes:
-Inter Processor Interrupts (IPI)
-Cache coherency
-load-locked/store-conditional
...

The low level exception handling would be completely broken in SMP
because we don't have hardware assisted stack switching. Thus a fair bit
of this code is repurposing the MMU_SCRATCH reg for event handler
prologues to keep them re-entrant.

Many thanks to Rajeshwar Ranga for his initial "major" contributions to
SMP Port (back in 2008), and to Noam Camus and Gilad Ben-Yossef for help
with resurrecting that in 3.2 kernel (2012).

Note that this platform code is again singleton design pattern - so
multiple SMP platforms won't build at the moment - this deficiency is
addressed in subsequent patches within this series.

ARC HSDK platform stopped booting on released v5.10-rc1, getting stuck
in startup of non master SMP cores.

This was bisected to upstream commit 7fef431be9c9ac25
"(mm/page_alloc: place pages to tail in __free_pages_core())"
That commit itself is harmless, it just exposed a subtle assumption in
our platform code (hence CC'ing linux-mm just as FYI in case some other
arches / platforms trip on it).

The upstream commit is semantically disruptive as it reverses the order
of page allocations (actually it can be good test for hardware
verification to exercise different memory patterns altogether).
For ARC HSDK platform that meant a remapped memory region (pertaining to
unused Closely Coupled Memory) started getting used early for dynamice
allocations, while not effectively remapped on all the cores, triggering
memory error exception on those cores.

The fix is to move the CCM remapping from early platform code to to early core
boot code. And while it is undesirable to riddle common boot code with
platform quirks, there is no other way to do this since the faltering code
involves setting up stack itself so even function calls are not allowed at
that point.
