The ME support was only used for adding additional data onto the OCP
debug card. No new systems use the ME and none of the machines that had
an ME are using this code in producti

The ME support was only used for adding additional data onto the OCP
debug card. No new systems use the ME and none of the machines that had
an ME are using this code in production. Remove it to reduce the
clutter.

meson: rename options file
Meson can use a new file name for the options files, so go ahead and
leverage it. This allows editors to potentially understand the syntax
as something distinct from a ra
