add support to set HS Timing mode

Set EXT_CSD_HS_TIMING for specific part number as defined at build time.

Tested:
Set the meson options in bitbake and the ioctl command is ran on the
proper MMC de

Check if the BKOPS is supported before enabling it and setting to manual
