configurations: sbp1: Display HBM rails only on HBM capable CPU

Make sure the HBM rails are shown in Webui only when socket with HBM
capable socket is installed.

It relies on using probe to check presence of string 'HBM' in
version property.

TEST: HBM regulators are only shown when HBM CPUs are plugged and
the version property contains 'HBM'.

configurations: sbp1: Add Hysteresis

dbus-sensors uses a default threshold hysteresis of 2.55 V/A/°C,
which is too much for most sensors found on SBP1. In order to reset
the critical/warning threshold the sensor value has to go out of
the acceptable range in the opposite direction. Adjust the hysteresis
to 1% of the threshold value.

Tested: Warning/Critical thresholds reset earlier when the value is
back to normal.

configurations: sbp1: Add MAX5970 SSB

SBP1 uses the MAX5970 eFuse to protect various FRUs, like rulerdrive
SSDs, fans and M.2 slots. While the MAX5970 is an eFuse and not a
regulator it's threated as such by setting a fixed output voltage that
is always equal to the input voltage. In addition to protecting the
outputs it provides voltage and current readings.

Support has been added to dbus-sensors in [1] and the Linux kernel [2].

Tested: All 27 MAX5970 channels provide sane readings.

configurations: sbp1: Update PHY LDOs

According to the KSZ9131RNX's datasheet the 1.2V PHY LDOs operate
on 1.25V with a non-uniform margin. Update the thresholds to prevent
a sensor warning, while the LDOs are within their normal operating
condition. Account for ADC noise and use slightly relaxed thresholds.

Tested: Confirmed on the webui that the PHY LDOs are no longer marked
as critical.
