Add OCP CX7 NIC configuration to support thermal monitoring.
The TMP421 thermal chip is emulated by CX7 firmware and only implements
remote temperature (temp2), so "Labels" field is added to restrict
HwmonTempSensor to create sensor from temp2 only.
